Welcome to the Mount Shasta Vista Property Owners Association, Inc. Official Website! Here you will find information about the Association’s history, founding documents, activities, and your rights and responsibilities as a property owner/member. There are resources and services that are available to our community. Mount Shasta Vista Property Owners Association, Inc. (MSVPOA) is a 6.5 square mile area in the high desert on the lower Northern slopes of Mount Shasta. MSVPOA was incorporated in 1965. There are 1641 parcels of approximately 2.5 acres each. They were sold in a televised advertising campaign as vacation or investment properties. Buyers came from all over the United States and beyond. Most never visited, much less put homes on their property. Many of those original landowners are still with us and many have still not seen their property.
The original volunteer Board of Directors’ sole purpose was collecting and managing funds – five dollars per parcel at the time – to maintain the 65 miles of cinder-covered unpaved roads. Sparse traffic made this a relatively easy and inexpensive task. There was little else for the Board to be concerned with.
Over the years the population slowly grew. There were reportedly fewer than 200 people living here at the turn of the century, but the population was slowly but surely increasing, with it was the cost of maintaining the roads, necessitating annual assessment increases. Somewhere along the line, the time it took to manage road maintenance and the increased budget became too much for the volunteer Board of Directors and they hired a manager, adding even more to the overhead cost.
The residents were still few and far between until about 2015 when there was a land rush that increased the population dramatically, putting an unprecedented burden on the roads. The increased traffic meant an ever-rising cost of road maintenance. As a result, annual member assessments have been increased by the legally permitted amount of 20% almost every year. Annual assessments stand at $300 per parcel at the time of this writing, and it’s still not enough to keep the roads in good condition. The roads need repair more than ever.
The burgeoning population has led to other challenges for the community. The Board of Directors and volunteers are working hard to find solutions, especially to the endlessly escalating rise in assessments. We will address these issues and solutions throughout this website in individual articles.
